This is an RFE for the integration of the Apache XMLSec 1.2.1 sources
into Mustang. The JSR 105 RI depends on the Apache XMLSec implementation.
This RFE covers the integration of the sources and the writing of
Makefiles for building the source. All packages will be renamed to
start with "com.sun.org.apache ..."
