Current application setting is not reflected in JRE installer for modify option.

      Description :
      1.When User install JRE with IE and Mozilla browser setup disabled and try to enable IE and Mozilla browser using "change" option in Windows "Add or Remove Programs" the installer should display the current setting which is available in the registry but it is not happening.

      Build used for Testing :
      /net/dig-dug.east/bigtmp/deployment/1.6.0/pit/2005-03-08/windows-i586

      Steps to reproduce:
      1.Install the JRE bundle from the above mentioned location
      2.During Install process Select Custom setting
      3.In CustomSetup disable "Default Java for Browser" option.
      4.Comlpete the installation.

      Now open "Add or Remove Programs" in Windows ControlPanel and click "change" button for JRE Installer.

      In installer window check modify option and click next button
      The installer should display the browser option to be disable which was the current setting but this is not happening the installer displays enabled option which used to appear when the user installs for the first time.

      Installer is not reading the registry in modify mode.
