Unable to install JRE using Change button of JDK in Add / Remove programs

Tested OS : Windows
Tested Build : Mustang Jdk build 26

Steps to reproduce
==================
1. Install Mustang Jdk build 26
2. When the wizard asks confirmation for Public JRE installation, cancel it
3. Once the JDK installation successful, go to Control panel -> Add / Remove programs
4. Choose JDK and click Change button
5. There will be 2 radio buttons Modify and Remove
6. Choose Modify and click Next
Though the option is available to install Public JRE, the wizard will not install Public JRE

Expected Behaviour : When the user chooses modify, Jdk Install Wizard should be able to find out whether Public JRE installed or not. If it is not available, it should be able to install Public JRE
