Steps to Reproduce:
-------------------
1) Change the Windows Screen Resolution to 800 by 600 pixels or lesser than that [ Right click on desktop, choose properties --> settings tab --> Screen resolution ]
2) Launch JDK6.0 b26 jconsole

The upper part of the application window, including the Window Title, Menu and the application tabs are not visible.

Actual Behavior
---------------
jconsole application window does not fit within the Windows Desktop when the Screen Resolution is changed to 800 by 600 pixels or lesser than that


Expected Behavior
-----------------
jconsole application window has to fit within the desktop like any other java tool, for any set screen resolution
