Make it easier to have j2se workspace use a different promoted build or different /java

      /java is baked in and promoted build location and version is baked in.
      Not easy to change except via ALT_HOTSPOT_IMPORT_PATH.

      Add SLASH_JAVA and PROMOTED_BUILD_LATEST macro.
