Bug Description:Initial Focus is missing in JavaControlPanel
This bug is reproducible from Mustang b24.
Steps to reproduce:
Launch JavaControlPanel from commandline the default focus will be missing.
jdk version : java version "1.6.0-ea"
Java(TM) 2 Runtime Environment, Standard Edition (build 1.6.0-ea-b24)
Java HotSpot(TM) Client VM (build 1.6.0-ea-b24, mixed mode)
