Unable to launch 1.4.2_08 java control panel / java web start after Jre is uninstalled

Tested OS : Windows

Steps to reproduce :
===================
1. Install 1.4.2_08 jdk build 03
2. Go to Add/Remove Programs.
3. Uninstall JRE
4. Go to c:\j2sdk1.4.2_08\jre\bin
5. Launch jpicpl32 (ie, Java Plugin Control Panel)
It will give the following error :
The system can not find the registry key specified
"HKEY_LOCAL_MACHINE\SOFTWARE\JavaSoft\JavaPlug-in\1.4.2_08
6. Go to c:\j2sdk1.4.2_08\jre\javaws
7. Launch javaws (Java Web Start)
It will give the following error :
"Bad installation. Error invoking Java VM(SysExec)
C:\Program Files\java\j2re1.4.2_08\bin\javaw.exe"
