Start Control Panel.
Click on "Java" tab.
Click on "View..." button for "Java Applet Runtime Settings" (top portion of the dialog)
In the Java Applet Runtime Settings dialog start editing "Java Runtime Parameters" columnt - this is the last column in the table. You can start editing by double clicking on the table cell.

Now try to resize table column by pointing at the table header - you will not be able to resize table column.
Expected behavior - you should be able to resize table column.
