Since Java Web Start 1.2, Java Web Start has had the functionality to create customized splash screens. If the application has an icon with attribute kind="splash", then that image file is used as the customized splash screen.
If the application did not have an icon with kind="splash" Java Web Start would generate a partially customized splash screen using the apps title and default icon.
We should remove this second, partially customized, splash screen and just use the default splash screen for applications w/o an icon with kind="splash".
