JNLP application should not be downloaded without User acceptance into user cache.

      Bug Description:
      When System cache is not configured and user tries to import jnlp application to system cache the warning message is displayed,If user clicks ok button on the Error dialog the jnlp application will be downloaded into user cache by default,If user press Esc button also by default the jnlp application will be downloaded in to user cache

      JDK Build:
      java version "1.6.0-ea"
      Java(TM) 2 Runtime Environment, Standard Edition (build 1.6.0-ea-b29)
      Java HotSpot(TM) Client VM (build 1.6.0-ea-b29, mixed mode, sharing)

      Tested O.S/Arc : Windows/x86

      Steps to reproduce:
      1.Install jre1.6.0(b29)
      2.Import notepad application into system cache (javaws -import -system http://java.sun.com/products/javawebstart/apps/notepad.jnlp)

      Error message will be displayed.

      when user wants his application to be download only into system cache but User is not given any option to cancel the jnlp application download to user cache which user don't want to do it.

      this can be prevented by only displaying the Error message and in the message ask user to configure system cache before importing into system cache or get confirmation from user to download into user cache.

      download should not be continued without user permission,by this process user have to uninstall it from user cache after the download.
