Bug Description :
When user click the Launch button for the first time the application is launched ,but when it is clicked next time the popup menu appears,the behavior is not consistent.

PIT build Version :
java version "1.6.0"
Java(TM) 2 Runtime Environment, Standard Edition (build 1.6.0-b99)
Java HotSpot(TM) Client VM (build 20050218022006.et151817.baseline, mixed mode,
sharing)

O.S/Arc :
WindowsXP (classic L/F),Intel

Steps to Reproduce:
1) Install JRE1.6.0 bundle from above mentioned location
2) Clean cache
3) Import notepad application from (http://java.sun.com/products/javawebstart/apps/notepad.jnlp).
4) Launch javaws (JCP --> "View")
5) Select notepad application listed in cache viewer.
4) Click the "Launch the Selected Application" button

Expected Behavior : Popup menu should be displayed.
Actual Behavior : The Application launched

This happens only for the first time when User clicks on Launch button.
