Bug Description :
When no entry is available in the table after removing all the application then the focus should not be moved to table.

Steps to Reproduce:

1) Install JRE1.6.0 bundle from above mentioned location
2) Launch javaws (JCP --> "View")
3) Click tab key the focus will shift from combo box to toolbar and then it will traverse to table

Expected Behavior: Focus should move to close button
Actual Behavior : Focus is moved to empty table

User will not know where the focus is because the table is empty and also user will not know to press Crt key or Crt + Tab key to move the focus when the focus location is unknown.
