We should add Provider aliases for each of the standard signature, digest, etc
algorithm URIs defined in the XML Signature and Encryption recommendations.
This will allow JSR 105/106 implementations to more easily find Signature,
MessageDigest, Mac, Cipher, etc objects and not require a mapping from URIs
to standard JCA/JCE names.
