Bug Description :
Configure button is not working in "ApplicationName App - Create shortcut(s)" dialog when it is clicked.

Steps to Reproduce:
1) Install JRE1.6.0 bundle from above mentioned location
2) Launch javaws (JCP --> "View")
3) In Advance tab for ShortCut options select "Prompt User"
3) Import following jnlp applications http://java.sun.com/products/javawenstart/apps/notepad.jnlp

4) After resource are downloaded it will popup a dialog to user prompting "Would you like to create desktop and start manu shortcut for "Application name" a ?"
in the same dialog there is a button "Configure" when it is clicked it will launch ControlPanel to configure the ShortCut setting but nothing is happening when configure button is clicked.
