Dragging the mouse outside of a multi selection List does not result in scrolling of the items. This occurs in Motif and XToolkit. In Windows, it correctly results in the List scrollbar moving in the direction of mouse movement and the selection getting changed. This occurs right from 1.4.2

To reproduce:
1. Run the attached testcase
2. Click the MultiSelection button
3. Drag an item of the List. If the scrollbar does not move or if the selection does not change, the bug is reproduced.
