In current implementation when user keeps ignoring 'Ready To Download' state(never clicks on download button), the following behaviour is observed.
1. if the user doesn't logout & login(or doesn't reboot), the update never checks for latest updates even at scheduled time. So, if user clicks on downbload after a month, he might get old update. The same thing happens if user clicks on
'GetUpdate' from COntrolPanel's update tab. Update shows, whatever has been pending.
2. If user logsout & logsin (or reboots machine, like laptop users), update pings the map.xml & version.xml files everytime(even if it is not scheduled time). This behaviour increases load on java.sun.com even if the user keeps ignoring the 'download' state.
