Shortcut and Home page icons are not enabled for the applications on windows platform

Tested build : Mustang build 34 (PIT)
Tested OS : Windows

1. Install Mustang jre PIT build 34
2. Import notepad application
3. Launch Java Control Panel from Control Control
4. Launch Java Cache Viewer by clicking View button
5. Choose Applications from the Show: combo box
6. Choose notepad application

Both Shortcut & Home Page icons are not enabled

7. Choose Resources from the Show: combo box
8. Choose notepad.jnlp file

Show icon is not enabled

The above scenarios are working fine on solaris
