OS tested - Windows XP Home SP2
Steps to reproduce :-
1) Install JRE from the following location
/net/sqesvr-nfs.sfbay/global/nfs/deployment5/pit_builds/windows-i586/jre160_pit.sh
2) Launch Java Control Panel
3) Try to navigate using the "Tab" key. Nothing hapens and you do not see the focus being shifted as you press tab
4) Now, select any of the options (except About) using the mouse and navigate using the tab key, this should work.
5) Come back to the "General" options on the JCP and now the "Tab" Key works fine.
This is only reproducible on Windows. I tested with Win XP home on two machines, and could reproduce in both the machines.
