Steps to Reproduce:

Build Location: /net/sqesvr-nfs.sfbay/global/nfs/deployment5/pit_builds/solaris-sparc/jdk160_pit.sh


1) Install JDK
2) Clean user cache and system cache
3) Enable System cache
4) Launch Controlpanel
5) Click "Settings..."
6) Enter a path for user cache location, which does not have write permission
7) Save the changes and close JCP
8) Launch a JNLP Application using system cache
(javaws -system http://java.sun.com/products/javawebstart/apps/notepad.jnlp)
