Baheviour of ScroolableTabButton is incosistent in Metal LAF.

Steps to reproduce:
------------------
1) Compile and run the attached test case.
2) Click on the 7th Tab.
3) Now Click on Right ScrollableTabButton.
4) Notice that the increment of the tabs is by two tabs. i.e now you see tab 8 and 9.
5) now Press the left ScrollableTabButton so that you see both Tab 1 and Tab 7. Now Click on the 7th Tab again.
6) Now Click on the Right ScrollableButton again. The increment is only by one tab.
7) Now click the Tab 1. It is not visible, use the left scrollable tab button.
8) Click 7th tab again and then the Right ScrollabelTabButton again, the increment is by two tabs.

This is not happeing on other Look and feels.
