Wrong application has been launched on all platforms

Build: Mustang b32 (pass with b31)
Location: /net/koori/onestop/jdk/1.6.0/latest/bundles
OS: all

Steps to reproduce:
1. Install JDK/JRE from the above location
2. Goto bin dir and run javaws/javaws.exe
Java Control Panel has been launched instead of Java Application

It's a regression.
