Uninstalling applications that are not installed gives confusing error message

      Build tried - b34 from the following location
      /net/sqesvr-nfs.sfbay/global/nfs/deployment5/pit_builds/{OS}/jre160_pit.exe(jdk160_pit.exe)

      On the command prompt, when a user tries to uninstall an application that is not in the cache, the error message that is shown is as follows -

      "Unable to completely uninstall application"

      this is misguiding. The message should actually convey that the application could not be found on the system
