Java Update currently generated scheduled time for update check during JRE installation. However, many PC-OEMs use the golden images approach for software installation, so many PCs shipped from the PC-OEMs may contain the same scheduled time.
To address this problem, we should delay the scheduled time creation in Java Update. Basically, the scheduled time should no longer be created during JRE installation. Instead, it should be created lazily, such as first scheduler runs, first autoupdatecheck popup, etc.
