Reinstall mode for jnlp application must importing only the eager jars

All platforms.

Steps to reproduce:
- download http://nicole1.sfbay.sun.com:8080/JavawsMustangIntegTest/jar_download/jar_indexing_1.jnlp
- in cache you can see test1.jar - (all other test2/3/4/5.jar are not loaded, expected behaviour)
- now in Java Cache Viewer (JCV) remove this application (Jar Indexing Test 1)
- check Resources nothing there
- in JCV go to deleted application and reinstall it
- now check Resources - (all test1/2/3/4/5.jars are downloaded, unexpected behaviour)

Also, everytime you reistall the application its dowloaded more and more same resources in the cache,
without reusing already downloaded.
