Bug Description:
Not able to Click Reinstall button using KeyBoard after selecting the deleted application from the table.

Build Info :
java version "1.6.0"
Java(TM) 2 Runtime Environment, Standard Edition (build 1.6.0-b99)
Java HotSpot(TM) Client VM (build 20050415144036.et151817.baseline, mixed mode,
sharing)

Build Location(34 pit respin):
/net/sqesvr-nfs.sfbay/global/nfs/deployment5/pit_builds/windows-i586/jre160_pit.exe

Steps to reproduce:
1.Install the jre1.6.0 34 (respin)pit build from above mentioned location.
2.Import notepad application from following jnlp location
http://java.sun.com/products/javawebstart/apps/notepad.jnlp
3.Launch CacheViewer (javaws -viewer) through command prompt.
4.Select the notepad application and Click "Delete" button
wait till the notepad disappear from the table.
5.Select the "Deleted Application" option from the combobox.
6.notepad application will be listed,the focus will be in combobox,
Click Shift + tab twice the focus will be in the table now select the notepad application by down arrow key(the entire line will be selected).
Click Crt + Tab now the focus will be in Cancel button
Click Tab again the focus will be in combobox
Click Tab again

Expected Behavior : the focus should shift to Re-install button.
Actual Behavior : the focus is not shifted to Re-install button.

User will not be able to click Re-install button using keyboard.
