Spec changes in GetConstantPool requested by IBM and the Serviceability Team:
The version numbers don't really belong in GetConstantPool, that query should be extracted out into GetClassVersionNumbers.
Conditions need to be added such that the constant pool format does not unnecessarily constrain VM implementers.
There is no reason to restrict GetConstantPool to acting on prepared classes.
