If a trust anchor for a certificate chain can not be found, Plugin/Webstart still
validates the rest of the chain. It does this because it needs to make sure the
chain is otherwise valid before prompting the user if they would like to
trust the chain even though a trust anchor could not be found. If the chain
validation fails for some other reason, then this will be treated as a fatal
error by plugin/webstart and the user will not be prompted.
We need to enhance the sun.security.validator classes to support this scenario.
