Bundles tested - mustang promoted build b35

Configurations tested - Solaris Sparc 9/MZ1.7, Win XP Home/IE6.0

Steps to reproduce -

1) Install jre 1.6.0 b35 from
/net/jre.sfbay/p/v08/jdk/6.0/ea/b35

2) Run the standard extension installation tests from the following location-
http://sqeweb/deployment1/deployment_tiger_exec_ws/deployment/docs/plugin/proc/JPI_stdext.html

3) run the test cases 12-14
The extension dialogs asking to download the newer extension 1.4 do not come up.

This problem started since b33.
