These generated API directories are in guide/ in the doc bundle,
but in tooldocs/ in the nightly and promoted builds.


Nightly/Promoted builds:
 tooldocs/apt/mirror
 tooldocs/javadoc/doclet
 tooldocs/javadoc/taglet

Doc bundle:
 guide/apt/mirror
 guide/javadoc/doclet/spec
 guide/javadoc/taglet/spec

Move them into "guide" in the nightly and promoted builds.
Notice this requires adding "spec" directories to the doclet and taglet dirs.

Requires changing make/docs/Makefile
