Inconsistent behaviour while removing gif/jpg resources

Tested Platform : windows
Tested Build : mustang build 36

Steps to reproduce :

1. Install mustang jre build 36
2. Clear cache
3. Import notepad application
4. Launch Controlpanel
5. Launch Java Cache Viewer by clicking View button
6. Choose resources from the Show: combo box
7. Remove notepad.gif.
notepad.gif is removed
8. Wait for 2 to 3 minutes.
notepad.gif is not downloaded back to cache
9. Close control panel
10. Clear cache
11. Import notepad application
12. Launch java cache viewer using javaws -viewer
13. Choose resources from the Show: combo box
14. Remove notepad.gif
notepad.gif is removed and downloaded back to cache immediately

Note: In solaris and linux, notepad.gif is removed and downloaded back to cache immediately
