Dialog.ModalityType.TOOLKIT_MODAL requires an AWT permission to be set in the policytool - 'toolkitModality'. Same permission is also required for excluding a modal dialog from being blocked by a toolkit modal dialog. This permission is currently not listed out in policy tool. This permission must be added.

I brought up policy tool using the PIT build on solaris as well as Win32 and could not find this entry.
