PIT: Unable to launch application offline

Tested OS : Windows, Solaris
Tested Build : mustang pit build 38
Build Location : /net/sqesvr-nfs.sfbay/global/nfs/deployment5/pit_builds

steps to reproduce :

1. Install mustang jre pit build 38
2. Clear cache
3. Import notepad application
4. Launch Java Control Panel
5. Select notepad application
6. Click on show button
7. Make sure that <offline-allowed> tag is available
8. Launch the application offline using "Run Offline" menu
Getting the following error message : "Unable to launch the application"
"Cannot download resource. System is offline"

Note: This functionality is working fine till build 36(promoted)
