PIT: Uninstalled system application is not listed under Deleted Applications

Tested OS : Windows, Solaris
Tested Build : mustang pit build 38
Build Location : /net/sqesvr-nfs.sfbay/global/nfs/deployment5/pit_builds

steps to reproduce :

1. Install mustang jre pit build 38
2. Clear cache
3. Enable system cache
4. Import notepad application into system cache
5. Launch Java Control Panel
Notepad application is listed under System Applications
6. Uninstall the notepad application using javaws -system -uninstall http://java.sun.com/products/javawebstart/apps/notepad.jnlp

Notepad application is not listed under "Deleted Applications"

Note: This functionality is working fine till build 36 (promoted)
