PIT. Clicking on a modal-excluded Frame does not bring it to the front.

      I've a Frame which is blocked my a modal dialog. I've another frame which is excluded from blocking. After I click the blocked Frame once, I can't bring the excluded frame to front by clicking on the inside of the frame or any of the frame components. Only by clicking the title bar, the frame comes to front.

      To reproduce:
      1. Run the attached testcase
      2. Click on the frame titled 'Modal Blocked Frame' and then try to click on the interior of the frame titled 'Excluded Frame'.
      3. If the excluded frame does not come to front, bug is reproduced.

      The excluded frame can be brought to front by clicking on it's title bar or by shifting focus to the Dialog and then clicking the excluded frame.
