Currently, some mozilla deployHelper specific code is residing in the src/plugin/helper/utils/win32/utils_md.[cpp|h]. The utils_md.[cpp|h] should only contain shared code between mozilla and IE deployHelper.

On the other hand, some code is sharable between mozilla and IE deployHelper and currently isn't reside in utils_md.[cpp|h].

This CR is to fix the above issues. The fix should ease the maintainability of the deployHelper in the future.
