This occurs on Windows platform with AWT PIT build for mustang b39.

SplashScreen does not work on windows platform. Supplying -splash option along with the image file name does not display the splash screen. Also, SplashScreen.getSplashScreen() returns null.

To reproduce:
Run the attached testcase supplying -splash:<image file> option in the command line.
