the current webstart/plugin offline support dialog (the dialog to ask user whether to go online) is from windows native API, and the context of it does not match what are doing. (It ask something like the "webpage is unavaliable because system is offline, do you want to go online?")

we should use deploy ui factory to generate this dialog instead
