Build Mustang b37

Steps to Reproduce:
1. Install Mustang b37
2. Launch any java webstart application from http://java.sun.com/products/javawebstart/demos.html
3. Bring up Java ControlPanel and select View button.
4. In Java Cache Viewer select an application to install shortcut.

Actual Result :
1. A pop up window message "Unable to create a shortcut for ..."

2. Terminal Message:
