Steps to Reproduce:
-------------------
1) Install jre
2) Clean cache
3) Launch ControlPanel (./ControlPanel)
4) Click "Network Settings..."
5) Change "Network settings" option to "Use proxy server" and enter a vaild proxy address/port
6) Launch a JNLP Application which pops up a security certificate
(or) Execute the command ./javaws -verbose <invalid JNLP> pop
"Invalid Argument Error" popup dialog pops up.
In both the cases, Keyboard navigation between buttons does not work on the popup dialog. Enter/<ESC> key too does not work. Only mouse click works.
