Follow the steps:

1) Set "Shortcut Creation" to "Prompt user" in Java Control Panel
2) Import the application -> javaws -import <jnlp having security - all-permissions>

If Shortcut is created without prompting the user, bug is reproduced.

In the same jnlp, remove security permissions, now user will be prompted before creating shortcut.
