The Japanese calendar feature in Mustang was implemented underneath the existing API, with only the minimal changes to API and spec needed to allow for a calendar that behaves differently from the Gregorian calendar. However, there's no documentation available to developers that explains how the calendar actually behaves.
There needs to be a document that describes significant behavioral differences for all calendars that are available in the JRE. This includes, for example, how era values are interpreted and how month values are used in the first or last year of an era. This document could be entitled "Supported Calendars" and live in the guide/intl section of the release documentation.
