32-bit VM cannot attach to 64-bit target VM on Windows

      On Windows 64-bit the implementation of the AttachProvider currently only allows a tool to attach to a target VM of the same architecture. For example, if we have a 64-bit server application and you attempt to attach from a 32-bit client application then the attach will fail. Simiarly if you have the target VM is running under WOW64 and you attempt to attach from a 64-bit application then the attach will fail.
