policytool needs new createPolicy/createLoginConfiguration permission targets

      we should also change the "createConfiguration" permission target name to "createLoginConfiguration" to be consistent with the existing getLoginConfiguration, setLoginConfiguration, and refreshLoginConfiguration target names.
