Cyrillic input does not work on cinnarbar.

Java Build:

OS:
Cinnarbar; JDS release 3, build b28

Test Case:
SwingTest.java

Test Steps:
1) set keyboard layout options at /etc/X11/xorg.conf (see attachment)
   switch keyboard layout from us to ru, type "i" in the text area;
   does not see the symbol change from us to ru accordingly.
2) set ru keyboard layout through Preference/Desktop
   can not input any symbols
