Package javax.activation contains JAF implementation and spec, it was included in Mustang. However, Javadoc generated from the workspace and published on the web misses this package. Perhaps this is intended, but it is unclear why it is so. If it wasn't intended, it should be added to j2se:make/docs/CORE_PKGS.gmk list of documented packages. I filed this bug on java/java/javadoc since I don't know which subcategory corresponds to javax.activation.
