Tomcat's log showed that CMS GC was triggered all the time.
This is a regression from 20050524083538.jmasa.gc_baseline_4994453b from /net/prt-archiver/export2/archived_workspaces/main/gc_baseline/2005. The one
before it, 20050519120549.ysr.cisco, works fine.

Logs from b38 fastdebug run is attached.

The problem happened when a jsp page was accessed the first time and needed to
be compiled and classes needed to be loaded.
