We are probably going to be able to avoid doing any export control in mustang,
but in tiger, we have the list of "allowed" ciphersuites. One of IBM's suites:

    SSL_DHE_DSS_WITH_RC4_128_SHA

isn't in the list, and is unusable. We should try to add it in a later update
release, and should probably ask IBM if there are others we should consider
adding.

Is there any reason this suite shouldn't be added?
