When a traling / is used in an ALT_OUTPUTDIR pathname, the jar files created
during a build process will have incorrect entries. The root cause of this
bug is 4302885. This will trip several developers who idvartently do so
but the JARs will be mangle.
 For example:
Wrong:
ALT_OUTPUTDIR=/tmp/foo/
Right
ALT_OUTPUTDIR=/tmp/foo
