This occurs with mustang build 39 onwards
I've an application/toolkit modality excluded Frame. On clicking a button on frame, I'm showing a Dialog (d1), whose parent is the Frame. On Clicking another button, I show a Document modal dialog (d2), again with Frame as parent. The modal dialog blocks the parent frame, but it does not block the child dialog (d1). This occurs only if the parent frame is modality excluded.
To reproduce:
1. Run the attached testcase
2. Click button 'Open d1' to display dialog d1
3. Click button 'Open d2' to display document modal dialog d2
4. Click on the button in d2, see that it is clickable
