Launching Java Cache Viewer enables apply button in Java Control Panel on windows platform

Tested Build : mustang jdk build 41
Tested Platform : Windows

Steps to reproduce:

1. Install jre
2. Remove <user name>/Application Date/Sun
3. Launch Java Control Panel
4. Launch Java Cache Viewer by clicking View button
Java Cache Viewer is launched
5. Click on Close button
Apply button is enabled in Java Control Panel

Expected Behaviour: When the user does not make any changes in Java Cache Viewer, apply button should not be enabled in Java Control Panel
